Safety Culture - Areas of Potential Application
Safety culture is a very important concept but it has the disadvantage of meaning different things to different people. A more useful approach is to consider the issues contained within this area under more focused organisational objectives.
The HSEC packages can be used proactively or reactively and can be tailored to meet the following objectives:
- Helping Auditors focus on potential human factors problematic issues. The package can be applied to individual tasks or across all operations at a work site or sites.
- The identification of barriers to organisational change or initiatives to improve safety culture
- The systematic identification of the potential and criticality of all forms of error
- Identification of generic and localised management strategies to reduce human error
- Monitoring the effects of organisational change: positive and negative issues
- Assessing impact of work redesign as a result of downsizing, multi-skilling and skill loss
- The routine monitoring of safety attitudes
- The identification of training needs and assessment of training effectiveness
- The assessment of supervisor effectiveness
- The assessment of the influence of contractors on safety management effectiveness
- The effectiveness of contractor supervision
- Identifying 'pressures' on the workforce, supervisors and management
- Incident investigation
The HSEC Packages also have utility in areas other than safety such as helping to reduce the human factor problems associated with production/efficiency and quality.
