were appointed by Network Rail to undertake an
independent review of the Competence Management
System (CMS) planned for the Thames Valley Area.
Via a series of meetings, review of records and
documentation, one-to-one discussions and
witnessing of competency assessments, HSEC were
able to identify any discrepancies between the
CMS currently operating and the key requirements
set out in the Network Rail Thames Valley Area
Handbook.
A review was also undertaken to compare the CMS
Handbook with industry best practice represented
by Group Standards and Railway Safety Principles
and Guidance Part 3, Section A “Developing and
Maintaining Staff Competence”.
HSEC’s report included a review of the
operations of the CMS; a discussion on the human
factors issues which may be affecting the
successful operation of the CMS, and a summary
of issues to be considered in relation to best
practice. Following the successful conclusion
of this study, HSEC were commissioned to
undertake a similar exercise at all Network
Rails Infrastructure maintenance area.
